CFV: Test link vote for demon.de.eu.blitzed.org

It has been a while since our last admin vote, today we announce our
first and only test link vote of the year for demon.de.eu.blitzed.org
proposed by qam.

Vote options are:

    * a: Grant a test link.
    * b: Deny a test link.

All servers eligible to cast votes should do so according to our
Condorcet method for admin voting, casting votes in order of
preference (e.g., "ab").
