You're a bit confused.

We operate a DNS-based blacklist which accepts REPORTS of insecure
proxies (from many people).  The DNSBL as you might guess by its
name is published via DNS.  It is also queryable from our website.
It is a database of hosts that are known to have had open proxies on
them.
