Because we aren't efnet?  We run our own IRC network.  If you choose
not to use our network then you will need to find an installation of CGI:IRC
that is configured to connect to efnet.

CGI:IRC does not use java.  I don't know to what extent it requires
javascript.  This question would be best asked on a cgiirc-specific
mailing list.  I think you can find details of that on
http://cgiirc.sf.net/.
