No we don't.

Why will the IRC part need to authenticate to your services?
Surely you can do this in your website code then connect them to any normal
IRC network.

If you still want to run your own, you will need to find some way of linking
your DB to a custom irc services and an ircd.

As I stated earlier, it will be MUCH easier and no less functional to use an
existing irc network.
