I guess he wants to be able to preregister all the nicks with the
same passwords as on the forum, and keep the usernames/passwords in
sync.

We can do this for you if you trust us and if you know their
passwords in plain text, but keeping in sync is problematic.

You either need to resolve yourself to using a public IRC network,
or learn how to be an IRC network admin and possibly coder.
