OPM Blacklist not accepting proxies if they were removed?

Hello,

Today, I found a proxy used in a proxy flood attack with following ip:

213.76.195.143

Performing a lookup on the opm blacklist, it told me the entry was removed 
somewhen around 15th November.
My scanner correctly assessed an open HTTP proxy running on port 1080, and 
banned the ip. A few hours later, there is still no indication, that the 
entry has been rechecked for open proxies.
It just struck me as odd.
