Can't use IRC because of Bopm

I'm a user of various networks that use your proxy scanning software, and 
I've come across a problem, which I'll describe as briefly as possible.

I get this message when I try to connect to a network using Bopm:
You have been directed to this page because an open proxy was at some
point suspected to be running on the IP address 69.44.8.25.

I live in an apartment complex that recently installed a cache server,
which is apparently what is causing the problem. They do not use a proxy
server, and previously I was able to pass these scans w/o a problem. It
is a problem on my roommate's computer as well. I'm running ZoneAlarm and 
I've checked for possible virii and spyware, which come up clean.

After contacting the admin of my apartment complex, they say that the
network is set up properly and there is nothing they can do. My question
to you is:

Is your software incorrectly identifying the cache server as a proxy, or
is there some insecure port on my apartment complex's cache server? Any
tips on how I can go about fixing this, either through yourselves or my
apartment complex admin, would be greatly appreciated.
