Does this work for you:

exempt {
        mask = "*!*@10.10.*";
};

?

Also, you say "I don't care if this is bad or wrong" - it's not bad
or wrong if you have IRC users from a host that has a proxy on it
that your BOPM host is actually authorized to use.  That is the
exact purpose of the exempt {} block in fact since anyone running
both a bopm and a proxy on their network probably is in the
situation where the bopm is allowed to use the proxy...

It is the use of exempt {} to allow remote broken proxies that is
discouraged since human nature suggests that these proxies will
never be fixed if tolerated.
