BOPM nick and Services

Hello all

why BOPM not identifying to nickserv, when service ask him to identify?
BOPM send identify request only when connected to server, but if services restarted, crashed?
They ask to identify when started again, BOPM doesn`t send anything and services change it`s name (configurable, I know).
Access list, as I think, is not good for this nick, it must be empty.
