Because we have some people who are on permanent server ban and they are using 
IRC bouncers to evade the ban.  And I want to stop them from getting in.  
Further, they tend to come from a number of different IP's... though... I may 
have to analyze the IP's they are coming from to see where specifically they 
are from....
