62.251.167.254 does not currently accept connections on port 80 so
it is difficult to tell what is going on here.  Next time this
happens you might want to try to telnet to the ip/port from the same
shell as bopm to confirm you are actually able to make a
connection.

It would help if you could try to replicate the use of a HTTP
CONNECT or POST proxy in the telnet as well, if you know how.  If
not, just pass the IP/port on to this list and we will try that.
