This is false.
All IRCd's out there afaik sends their name as prefix from the very first 
message they send.
However you are correct in that many IRC clients hides the name until NICK and 
USER has been sent.

Example from a random DALnet server:
shadow@evenstar:~> telnet irc.dal.net 7000
Trying 194.68.45.50...
Connected to irc.dal.net.
Escape character is '^]'.
:mozilla.se.eu.dal.net NOTICE AUTH :*** Looking up your hostname...
