As I told David privately they are able to complete a TCP handshake because 
some of the other clients where I host my server use unallocated address space 
for internal applications.  I don't really want to have them on the system; I 
use RBLs for other parts of the system and would like to standardise on which 
ones I use.

Indeed it would.  This however does not solve the error problem that I am 
seeing.  I imagine there are bound to be other RBLs that may return a TXT 
value on any sort of query instead of nothing at all.   If this is the case 
then any of these RBLs would be hard to use with bopm.   Unless of course I've 
missed some configuration setting and am an idiot which of course is not 
completely out of the question ;).
