about the on connect notice:
mostly you have some irc services running on the net, too (chanserv and
stuff like that). Those allow you to add an on connect notice, often
called logonnews or simmilar. You can use this to send a notice to the
connecting user that he's now scanned by your network for open
proxies. So no need for bopm doing this ;-)
