bopm negotiate fail

Hello I have read the help files and see my bopm opered in ./bopm -ddd debug mode. I also see Apr 10 07:21:41 2006] IRC REGEX -> Regular expression caught connection notice. Parsing. I am using latest stable of unrealircd32 and latest BOPM. I have configured bopm too see far connections and gave it a +sc-h mode. I see in debug mode every scan it does to either fail or time out.
