No, that is not normal. If your OPM is properly configured it will still 
detect most of the proxies as your opm bot will scan all incoming connections 
for them.

There is no real added value to make a blacklist for just your own use. In 
order to make a blacklist you need to detect the proxies, something the opm 
already scans for, so the end result will be the same. The blacklist has 
added value that, when available, proxies can be blocked quicker and that it 
saves any connection attempts from being made.

There is no need to feel unsecure at all. An open proxy might be a way for 
others to bypass akills or IRC anonymously, but in the end it is of no direct 
effect on the security of your network. From an IRC server perspective there 
is no difference between a normal connection and a connection through a proxy 
server.
