irssi-proxy portbinds

Hi!

I run multiple irssi-sessions and I want to use the proxy function but
Ive noticed that when you load proxy it binds port directly even if the
net isnt connected in the client. This causes bind errors in the other
client (ofcourse) and makes it disfunctional.

My suggestion is that the proxymodule should only bind a port when it
sees that it is connected in the current client to the network in
question.
