implemented a new beep_hide_targets setting

I have implemented (how well? I'm not sure, but it works for what I
wanted) a new setting that lets you specify a channel or channels in
which you don't want activity to cause a beep (based on beep_msg_level).
I patterned it after activity_hide_targets, so at least it fits in with
the standard code fairly well.

Is there interest in this, and if so, how should I proceed in submitting
this?
