Irssi w32installer

Hi all,

With the help of Josh Dick, I have been able to successfully build and
package an installer for Irssi 0.8.16-rc1 for Windows. I've even
automated the process, currently hosting the scripts and other files
at https://github.com/delan/cygmake that anyone with a Windows
computer can easily use.

I was wondering if I could acquire access to the w32installer
subversion repository, so I could push some of my changes and
improvements back upstream. Hopefully we could then make an official
Windows package for Irssi 0.8.16-rc1 available.
