I've had very similar ideas for quite a while.

The only notable difference was a bit larger scope in my plan.

Multiple networks generalized to multiple connections to all sorts of
services. Not only IRC and all the IM services, but MUD, Mail, System
logs, Google searches, whatever. IRC, Mail, HTTP logs and RSS acting
as a coherent data stream where you can instantly see what interests
you and interact.

Client protocol generalized to multiple different clients. Not only a
client protocol for thin clients, but interfaces for telnet access,
MUD client access, IRC client access, Web user interface. Being able
to see IRC messages interlaced within MUD output, being able to see
MUD private messages interlaced with IRC in your IRC-client-of-choice.

At the core of this would need to be an efficient and flexible data
processing core and the ease of plugging new service interfaces and
new client interfaces.

I had a bare bones implementation of the core in Pike, but that was
years ago. Nowadays it is pretty far down the queue of things to do.
