No, 0.8.10 isn't released yet, it doesn't exist. But there are tarballs for 
0.8.10-rc5 on http://irssi.org/files/

And if you want snapshots from svn, you could grab them from 
http://coekie.404.be/irssi/
(don't use the snapshots from the irssi site, they look new, but they're 
from cvs, they're the same old snapshot generated over and over again).
