Running irssi is as easy as typing "irssi" on a terminal of your choice :)  
Of course, you must have installed it properly prior to this.
If you mean instructions on how to *use* irssi, I'd guess this is probably  
a good start: http://www.irssi.org/documentation/startup
You won't need everything that's written in there, but some steps may help  
you starting.

Today, the popular Linux distributions are quite easy to use with the  
GUIs. I'd guess the first step into learning Linux is just using it:  
Browse the Internet, write your documents, view pictures, listen to  
music,... things will fall into place somehow, you'll get to know some  
basic rules you have to follow and so on.
The second step would probably be some of the basic things you have to  
know when using Linux, e.g. the filesystem structure, user accounts and  
their access rights/privileges,...
The third step could be learning to use the command-line console  
efficiently, maybe some scripting.

I believe there are a lot of tutorials and Howtos on both the second and  
third step. After all, it's just some advice from me, you can of course do  
it as you like.
