there's little documentation.  it has some bugs -- but no more than 
icbirc does, which is a worthy alternative.

the only hint I can give right now is that you have to hand-edit 
~/.irssi/config to get irssi-icb to work -- I know of no way to add a 
network of a type other than "IRC".
