  A script can easily do this.  Just trigger off the 'message public'
signal and check the target.  If running Irssi locally you can even do
better than the system bell, play any sound you like using aplay or
whatever.

  I can't spot any extant script on <http://scripts.irssi.org/> that
already does this.
