It depends on the network, Some networks nicks are not owned. Some are
however registered via the irc services that may or may not exist on the
network you are using. Its up to the network to offer ofline messages, If
they don't offer a service there is no way to do it. Unless its a script
that you have, but you'd want to make sure it checks for matching hosts.
