That's helpful.  I see references to a doc.  I have not been able to
find any documentation other than the README and the comments in
jabber.xml.  How do I get the docs?  The external links within these
docs http://jabberd.org/1.4/docs/ are dead.

You used to be able to send a message to an address like this:

mydomain.tld/announce/motd

mydomain.tld/announce/online
