Ignore the 'deferred'. It only means that no one is taking care of the
XEP, not automatically it's has some major drawbacks (but this could
also be the case.

I know this is an old thread, but I just came across XEP0-214: File
Repository and Sharing [1], which describes a similar approach. You may
want to have a look at it, if you are still pursuing this project.
