Also the proposal is deferred. Ignore the 'deferred'. It only means that no one is taking care of the XEP, not automatically it's has some major drawbacks (but this could also be the case. I know this is an old thread, but I just came across XEP0-214: File Repository and Sharing [1], which describes a similar approach.
