The only case I can think of that isn't covered is illustrated by the following: Suppose an application wishes suppress messages with 'naughty' words. The application couldn't use the 'pre' signal. (No IM dialogs would ever occur) The application couldn't use the 'special' signal. (Filter is not possible) The 'packet' signal is too late, the IM will display.
