Terminal server and ExHTMLLogger

I have a terminal server install that has the server locked down pretty
good.  I am trying to enable the exHTMLLogger on clients and I get "The
plugin could not be registered in Windows" when it is enabled from options.

These terminal server users do not have access to the cdrive and I think
that is why the plugin is bombing out.  I tried manually creating entries in
the exodus.xml file and still not luck.

I am at a loss so any input would be appreciated.
