offline event message queue.

Is there a location in the registry or in the map file to turn off events.
We found an issue where if the user is too stupid to clear that out every
now and then it will lockup the machine every time they get another event
while busy or offline. Well we want to make it turned off by default when we
are pushing the program out. Any help on this would be greatly appreciated
