This seems backwards to me. SFS is just a shallow clone of SIMS but with 
less namespace reuse after all. Why would we lend legitimacy to something 
like that?

>From the PoV of this new XEP it doesn't matter if you use either of those 
things. Anything hash based (which is almost everything) works.
