Version 0.1.0 of XEP-0515 (TLS Channel-Binding Downgrade Protection)
has been released.

Abstract:
This specification provides a way to secure the SASL and SASL2 SCRAM
handshakes against channel-binding downgrades through TLS version
downgrades.
