We (the volunteers) know and we are working on it. We have a new, more
powerful machine that we're in the process of preparing to be the
primary server. Once that is in place, we'll devote some time to
thinking about how to plan for future growth (e.g., clustering).
Recently we've also seen spikes in usage, which doesn't help as our
older machine struggles with the load of 1+ million registered users.

I will also post to this list soon with some more general thoughts
about the past, present, and future of the jabber.org service.
