voice chat via Jabber.org

I guess I am not technical enough to understand your answer.

Asking in more practical terms:  Once I register at Jabber.org as a new 
user, I am confident I will be able to send IMs to people on my contact 
list that use GoogleTalk, but will I be able to just initiate a voice 
call without additional configurations or services?

Or this relay you talk about, will that be something I need to get from 
another service such as Jabber.org, but just for voice?
