SSL_read: wrong version number

After several transfers, both up and down, ascii and binary file types
(though all are downloaded in binary mode), I can occasionally get the
following error:

debug3----- Data connection established
debug3----> RETR 00md5sums
debug3-<--- 150 Opening BINARY mode data connection for 00md5sums (19922
bytes).
debug3----- Got EOF on data connection
debug3----- Closing data socket
debug3:**** SSL_read: wrong version number
debug3----- Closing control socket

Again, this error only hits every so often. In the above run it happened
twice out of over 100 files downloaded. When I added 'set
ftp:ssl-protect-list false' I stopped getting the error completely.

The server requires ssl to login, but doesn't force data to be
encrypted. Any ideas how to track this down?
