I'd call it a feature. "/" in ftp URLs actually means "home directory".
At first, actual location of the home directory is not known.

> lftp [email protected]:~> pwd
> ftp://ftptest:[email protected]/%2Fftptest

And when the home directory location is known, it is displayed with
%2F which means the root directory.
