Will librsync talkl to rsync?

I read this about librsync here

to an rsync server to transfer files you'll need to shell out to rsync.

Does this mean librsync and rsync are two different entities? Does this
imply my application using librsync woudln't be able talk to rsync server
on remote linux machine?
