Licq 1.3.6-rc1

The first release candidate for Licq 1.3.6 is now packed and ready.

Licq 1.3.6 contains many bugfixes, some new features and a new Qt4 
version of the GUI plugin which has gone through a make over since it 
branched of from the old Qt-Gui.

Unfortunately the updated readme and changelog didn't make it into this 
package, they will be included in the next release candidate.
