icq: Remove workaround for DC with Licq 1.2.1
The workaround should be safe to remove as it is only needed for Licq
1.2.1 which was never released.
Licq 1.2.0 uses tcp protocol 6, workaround only applies to tcp
protocol >= 7.
Licq 1.2.2 and later uses same handling as non-Licq peers.
