  core: Reorder filter.conf entries in 1.8 upgrade

This changes filter rules to start numbering on 1 instead of 0 to be
consistent with other config file lists.
The filter upgrade for the ICQ protocol name change already assumed
the first rule was 1 causing rule 0 to not be updated.
