It seems the hebrew code is sometimes active when it shouldn't be so 
it's worth trying.

Yes they are applied both to main trunk and to the 1.3 branch.
I would recommend checking out from the 1.3 branch since it's more or 
less only 1.3.8 + bugfixes.
