Hmm... Guess this needs to be fixed in the Makefile system.
You have 2 options again.

(1) Install gpg-error
(2) Edit licq-1.3.2/src/Makefile and delete the text: -lgpgme and -lgpg-error

If you do (2), there may be more than one line that has these items.
