licq 1.3.2 does not start

Hi.

I've upgraded from licq version 1.3.0 to version 1.3.2 (gentoo portage version) and now it doesn't start any more.

15:04:29: [WRN] Licq: Ignoring stale lockfile (pid 15017)
15:04:29: [ERR] Fatal error reading protocol information for User1 with ID '$ID'.
                Please check "/home/kai/.licq/users.conf".

Well, i checked the file as proposed. 100 entries and lots of UINs. Any ideas what i have to change in users.conf?
The file looks like this:
[users]
NumOfUsers = 100
User1 = $ID1
[..]
User100 = $ID100
