I think not, because it is not very difficult to write a script that builds 
the licq version of the day, suited to all your needs, and it makes packaging 
licq easier. I think of something like this:

#!/bin/bash
cd licq
svn update
make -f Makefile.cvs
./configure --prefix=/path/for/installation
make && make install || exit
cd plugins/qt-gui
make -f Makefile.cvs
./configure --prefix=/path/for/installation --with-kde
make && make install || exit

Not tested, but should work, I guess, if you are using svn to keep track of 
licq.
