I have submitted several bug reports in the past and it is getting
better. Two month ago licq was changing state offline -> auto away.
There are two similar bug with the MSN plugin.

My opinion:

offline: sticky
dnd: sticky
occ: sticky
online: -> auto away -> auto n/a and then back to online
away: -> auto n/a and back to away
n/a: sticky
