Copying ~/.licq/users* (which includes the directory and the file
users.conf) should suffice in this case I believe.

But you'd better be sure that [groups] section in ~/.licq/licq.conf files
are equal. Or just copy this file too.

However, treat this method as a tweak. I cannot guaranty anything. ;-)
