Ok, this problem is solved now (Error appears because of to many tried
connections). But now, I have another Problem: When I start Licq via console
with the command
> LANG=C licq -b ~/.licq_test -p qt-gui

and then tries to connect to ICQ, Licq says in the console

Where is here the problem and how can I fix it?
