Hmm, you are right that we don't send the UTF-8 flag. THere is a patch
for version 1.3.4 to add the UTF-8 flag and some other flags as well.
If you upgrade to licq 1.3.4 and before you compile, apply this patch:

You will get the UTF-8 flag being sent as a part of your capabilities.
