THere is a patch for version 1.3.4 to add the UTF-8 flag and some other flags as well. If you upgrade to licq 1.3.4 and before you compile, apply this patch: http://trac.licq.org/attachment/ticket/1445/newdiff.patch?format=raw You will get the UTF-8 flag being sent as a part of your capabilities.
