If you don't want to wait for rc2, you can either check it out from svn
or apply the patch directly by running the following in your qt-gui dir:
curl 'http://trac.licq.org/changeset/5517?format=diff' | patch -p3

I guess you are talking about the Options dialog. In such case, this is
a known issue and it was addressed to in the qt4-gui branch. There are
no such plans to reorganize this dialog in qt3-gui (yet?).
