implementation of navbar on licq homepage

Hi there,

may I ask how you realized the main navigation bar on the left side of
http://trac.licq.org? Is it a trac macro or plugin or just some magic
css? I'd like to have such a navigation for my own trac too and didn't
find anything how to do this.
